Income Business

Leave start and end

If you have worked there less than six months, the average is counted from your first day. If the leave starts before your first payday, your monthly salary is the basis.
Pay

If your pay was exactly the same for the last six months, your salary simply continues during the leave and no average is computed.

Your gross monthly salary by contract. If your pay varied it is used for comparison, and for a new employee before the first payday it is the basis.
A bonus for the year that was paid before the leave. 1/12 of it counts for each month of the period.
Calendar days in the period on paid leave, sick leave or unpaid leave (Employment Contracts Act § 19). Do not count public holidays, they are taken off anyway.

How it is calculated

The second-last working day before the leave is 3 Dec 2026. By its month the period is 1 Jun 2026 to 30 Nov 2026.

Your pay was the same for six months, so no average is computed and your salary continues: the month's salary is divided by its working days and multiplied by the working days of the leave in that month (decree on average pay § 1(1¹)).

December 2026: 2,000.00 € ÷ 21 working days = 95.24 €, × 10 working days 952.40 €
Vacation pay (gross) 952.40 €

Unemployment insurance (employee) −15.24 €
Income tax −201.98 €
Net 716.13 €
Social tax +314.29 €
Unemployment insurance (employer) +7.62 €
Employer's cost 1,274.31 €

Taxes are calculated as on a salary. In more detail: Salary and Tax Calculator

The employer pays vacation pay no later than 3 Dec 2026 unless agreed otherwise. By agreement it may be paid later, but no later than the first payday after the leave (Employment Contracts Act § 70(2)).

The calculation follows the Employment Contracts Act, the decree on average pay and the Labour Inspectorate's guidance. Special cases (more than six months without pay, study leave, teachers' posts) are described on tooelu.ee.

How it works?

How the vacation pay calculator works

Pick the start and end of your leave and enter your pay. The calculator finds the second-last working day before the leave, the six-month period that follows from it and the public holidays from our holiday data. Public holidays inside the leave are not leave days: the leave gets longer and they are not paid.

  • If your pay was exactly the same for six months, your salary continues during the leave. The month's salary is divided by the month's working days and multiplied by the working days of the leave.
  • Otherwise the average calendar-day pay is used: the period's pay divided by its calendar days less public holidays and days away from work. Vacation pay is the average times the leave days.
  • On the tab "Leave days and compensation" the calculator works out how many days you have earned this year and what the employer pays for unused leave when the contract ends.

Net pay and the employer's cost are calculated as in the salary calculator. The calculation has been checked against the Labour Inspectorate's worked examples.

Frequently asked questions

How is vacation pay calculated in Estonia?

If your pay was exactly the same for the last six months, your salary continues during the leave and no average is computed. Otherwise the average calendar-day pay is used: the pay of six months divided by their calendar days, less public holidays and days away from work. Vacation pay is that average times the leave days. The six months are the ones before the month in which the second-last working day before the leave falls.

When must the employer pay vacation pay?

No later than the second-last working day before the leave starts (Employment Contracts Act § 70(2)). The employer and the employee may agree on a later date, but it must be paid by the first payday after the leave.

Does a public holiday during the leave make it longer?

Yes. Public holidays are not counted as leave days, so the leave gets longer and no vacation pay is paid for the holiday. For example, 22 to 28 June 2026 is 7 calendar days but 5 leave days, because 23 and 24 June are public holidays.

How much annual leave do I have?

At least 28 calendar days a year. For part of a year the leave is proportional: the counted calendar days are divided by the days of the year and multiplied by 28. For 90 days that is 90 ÷ 365 × 28 = 6.9 days. Unpaid and parental leave earn no leave.

What happens to unused leave when the contract ends?

The employer pays compensation for unused leave that has not expired in the final settlement (Employment Contracts Act § 71). It is the average calendar-day pay times the unused days, even if your salary was always the same. Annual leave expires at the end of the following calendar year.

What counts as pay for the average?

All pay for work: basic salary, extra pay, overtime, night work pay and performance pay. 1/12 of an annual bonus counts for each month. Vacation pay, sick benefit, per diems and one-off gifts do not count.

Is vacation pay taxed?

Yes, like a salary: income tax, unemployment insurance and the II pension pillar, and the employer pays social tax. The calculator shows the net amount and the employer's cost as the salary calculator does.
